They went to the scene with the London Ambulance Service (LAS) after receiving reports of an attack with a “noxious substance”.
Detectives are working to establish what the substance is.
A LAS spokeswoman said: “We treated three people at the scene and took them to hospital.”
A hazardous area response team from the LAS was also dispatched.
The London Fire Brigade (LFB) sent 10 firefighters in two engines to make sure the area in Notting Hill was decontaminated.
A LFB spokeswoman said: “Once they were satisfied it was safe they left the scene shortly after 3pm.”
There have not been any arrests in connection with the incident.
